Abstract

Iraq’s accession to the World Trade Organization (WTO) remains a subject of intense debate due to the significant and critical implications it poses for the Iraqi economy, which continues to endure arduous conditions resulting from nearly three decades of war, sanctions, and the subsequent destruction of its infrastructure and productive capacities. Iraq urgently requires an opportunity to restructure its capabilities within both the industrial and agricultural sectors; the latter, in particular, necessitates preferential treatment to support its recovery from prolonged neglect and its diminished contribution to the Gross Domestic Product (GDP). Consequently, it is imperative to implement practical policies and applied programs that restore the agricultural sector’s status, ensuring that Iraq’s eventual membership in the WTO is both effective and positive—a step that is vital for the long-term resilience and future of the Iraqi economy

Abstract (Arabic)

لا زال انضمام العراق الى WTO مثار جدل لما يترتب على هذا الانضمام من اثار كبيرة وخطيرة على الاقتصاد العراقي الذي لا يزال يعيش ظروف صعبة ناتجة عن تدمير قدراته وبناه التحتية اثر الحروب والحصار والتي امتدت لحوالي ثلاثة عقود . العراق يحتاج الى فرصة اعادة تنظيم قدراته وامكاناته سواء في القطاع الصناعي او القطاع الزراعي وان الاخير يمثل حالة تتطلب منها منح العراق افضليات تدعم هذا القطاع الحيوي الذي يعاني هو الاخر من آثار الاهمال وتدني نسب مشاركته في GDP مما يتطلب وضع سياسات واتباع برامج عملية وتطبيقية تمكنه من اعادة بعضها الى مكانته وتجعله قادراً عند دخول العراق ضمن عضوية WTO فاعلاً وايجابياً وذلك امر هام وضروري جداً لمستقبل الاقتصاد العراقي.
