يعد موضوع الأمن المائي في البصرة من الموضوعات الإستراتيجية الحيوية المهمة التي تشغل اهتمام الباحثين بمختلف اختصاصاتهم والمهتمين بالشؤون المائية والبيئية والاقتصادية والاجتماعية والثقافية والسياسية... الخ. وذلك نظراً للأهمية الكبيرة التي تحتلها مسألة المياه في البصرة التي تتصف بالمحدودية والندرة . وعند النظر إلى مصادر حياتنا اليومية في واقعنا اليوم. نجد إن ملايين البشر يعيشون على مصدرين طبعيين أساسيين هما النفط والماء, والنفط ثروة ناضبة ومع ذلك نفرد له الاهتمام الأكبر لان دخلنا منه يفوق كل مصادر الدخل الأخرى, ولكن الماء ليس منه بقليل وهو مصدر الازدهار الدائم لكنه لم يزل في أدنى قائمة أولوياتنا البصرية. ونأمل من الحكومة المحلية في البصرة أن تهتم بمسألة الأمن المائي، ووضعه في المكانة الAliا من سلم الأولويات، وأن يتصدر الاهتمام بهذه القضية الحيوية المصيرية اهتمامات المحافظة، ومن المواضيع التي تحضى باهتمام كبير وأن تعطي الأولوية في البحوث والدراسات الاقتصادية ,ولاسيما بعد انخفاض الحصص المائية المخصصة للعراق من جراء استغلال الدول المجاورة إلى حصة العراق. إن البحث في شان الأمن المائي هو بحث في استمرار الوجود والتقدم . في مجال العرض سوف يتركز البحث على دراسة الواقع الاقتصادي للموارد المائية في البصرة وحصرها والبحث في إمكانية تنميتها وتأمينها من النواحي الاقتصادية والسياسية والقانونية والثقافية . أما في مجال الطلب على المياه فسوف تعنى الدارسة بتحديد حجم الطلب وبنيته واحتمالات تغيره, فضلاً عن ترشيد استعمالات المياه وتامين ذلك بتطوير ثقافة مائية جماهيرية مناسبة , وإجراءات قانونية واقتصادية وإدارية
