Abstract
Project deal with thestudy ofthe suitability ofthe planning standardsof the select sites forsports facilities for theholy city of Karbalaand the extent ofconvergence anddivergence between thesestandardsand points ofstrength and weaknessin eachof these standards. It was found thatthere was a lackofthe role given to the sportsasa kindof luxurydoes not deserveto spend moneyand efforts, andwas thenincorporatedwitha lotofentertainment servicesby planners. It turns out thatthere isa large inabilityto the provision ofthese facilities for thiscity, althoughtherewill now be directedto begin Strategic and important projects,mission and strategy, such asstadiums,youth forums andOlympic pools, which will hopefullybe completedduringthe next two years, God willing,by the Ministry ofYouth and Sports, which canbe solveda large partof the problem. Thestudy foundthe needto reconsiderthe current planningstandardsof thereality ofthe sports and youth facilitiesbyforming ajoint committeeofthe relevant authoritiesfor the preparation of appropriate and balancedstandards to make borderbetweeninability to providethe service,andbetweenserviceno need forthemin an inappropriate place, and the costprohibitivetofit withthose standards.

:- موضوع البحث يتناول دراسة مدى ملائمة معايير التخطيط لمواقع مختارة للمنشآت الرياضية في مدينة كربلاء المقدسة بسبب حملة الأعمار التي Shahdتها المدينة في الآونة الأخيرة والتغيرات العمرانية والديموغرافية التي Shahdتها, ومدى الاتفاق والاختلاف بين هذه المعايير ونقاط القوة والضعف في كل من هذه المعايير من خلال مقارنتها مع المعايير المحلية ومعايير الدول المجاورة . فقد وجد أن هناك نقصا في الدور المعطى للمنشآت الرياضية والتعامل معها كنوع من الترف لا يستحق أن تنفق الأموال والجهود، ثم تم دمجها مع الكثير من الخدمات الترفيهية من قبل المخططين. استنتج البحث من خلال الدراسة التطبيقية أن هناك عجزا كبيرا في توفير هذه المرافق لهذه المدينة، على الرغم من أن هناك الآن توجها حديثا للبدء في المشاريع الإستراتيجية والهامة والمهمة ، مثل الملاعب ومنتديات الشباب والمسابح الاولمبية، التي يؤمل أن تنجز خلال الفترة القليلة القادمة إن شاء الله، من قبل وزارة الشباب والرياضة، والتي يمكن أن تحل جزءا كبيرا من المشكلة. ووجدت الدراسة الحاجة إلى إعادة النظر في معايير التخطيط الحالية من واقع المرافق الرياضية والشبابية من خلال تشكيل لجان مشتركة من الجهات ذات العلاقة لإعداد معايير مناسبة ومتوازنة لجعل الحدود بين عدم القدرة على توفير هذه الخدمة، وبين خدمة من لا حاجة لهم في مكان غير مناسب، والتكلفة الباهظة لتتناسب مع تلك المعايير.
