تحليل أسباب الفقر والإستراتيجيَّة المرحلية لمكافحته في السُّودان

Abstract

The problem of poverty is one of the most important development challenges facing developing countries including Sudan for several decades. Although many efforts have been made to reduce poverty, however, its rates are increasing, and public policies adopted by the government in this regard remain elusive in achievinging its main objectives or making any significant progress. The purpose of the present study is to analyse poverty in Sudan by identifying its measurement, causes and the factors that have contributed to the increasing poverty rates over the past two decades. Also this study aims at investigating the interim poverty reduction strategy in Sudan as well as evaluates that strategy through its main objectives, themes and areas of concern. This study uses the descriptive analysis method for diagnosing poverty in Sudan based on the latest official statistics, which raises concern about the analysis of key elements of the interim poverty reduction strategy. The present study concludes with a discussion of the main challenges facing the interim strategy and its weaknesses. Some useful policy implications can be suggested to improve the strategy for its chances of success.

تُمثِّلُ مشكلة الفقر إحدى أهم التَّحديات التنموية الَّتي تُواجِهُ الدُّول النَّامية ومن بينها السُّودان منذ عقودٍ عديدة، وعلى الرغم من بذل جهود كثيرة لتقليل الفقر في السُّودان إلَّا أنَّ معدَّلاته وتداعياته في تزايدٍ مستمر، وما تزال السِّياسات والبرامج التي تبنَّتها الحكومة ضمن الإستراتيجيَّة المرحليَّة للحدِّ من الفقر بعيدة المنال في بلوغ أهدافها الرَّئيسة، ويهدف هذا البحث إلى تحليل أوضاع الفقر في السُّودان من خلال تحديد مسبِّباته والعوامل التي أسهمت في تفاقمه في العقدين الماضيين، كما يهدف إلى تحليل الإستراتيجيَّة المرحلية التي تبنَّتها الحكومة لمحاربة الفقر، بما يشمل أهدافها ومجالاتها ومحاورها الرَّئيسة، ويُحدِّدُ جوانب الضَّعف والقصور فيها، ويبرز أهمُّ التَّحديات الَّتي تواجه جهود التقليل من الفقر في السُّودان، وتستند منهجيَّة هذا البحث إلى التَّحليل الوصفي لسٍّياسات الإستراتيجيَّة الموجَّهة للتخفيف من الفقر في السُّودان، ومن النتائج التي توصل إليها البحث أنّ الإستراتيجيَّة المرحلية للحد من الفقر في السُّودان على أهميتها لم تستطع التغلب على المشكلة وتقليل تداعياتها، وذلك لقصور في بعض جوانبها الفنية والتنفيذية؛ والتأثيرات السلبية للظروف الداخلية والخارجية التي أضعفت من أداء الاقتصاد السُّوداني، وفي ختام البحث قُدِّمت جملةٌ من التَّوصيات والمقترحات الَّتي من شأنها تHussein عناصر الإستراتيجيَّة الوطنيَّة لمكافحة الفقر وتعزيز فرص نجاحها.
